Random Thoughts

If we can't withdraw troops from Iraq when things are going bad for fear of all out chaos, and we can't withdraw troops from Iraq when things are going good for fear that things will go wrong when we leave, when can we withdraw troops? Or was a permanent presence in Iraq the game plan from the beginning?
