The release of the NSS has brought to attention that Bush finally sees it important that we have "REAL" allies when deciding to use force.

In a preface, the president says U.S. strength is "not founded on force of arms alone, it rests on strong alliances, friendships and international institutions." To solve many of our problems, such as pandemic disease, terrorism, human trafficking, national disasters, he reasons, "effective multinational efforts are essential."
