BP Responsible For Explosion

Concluding the investigation of the explosion at the Texas City BP refinery, The U.S. Chemical Safety and Hazard Investigation Board found that BP's cost-cutting measures left the plant unsafe. They went as far to say that, company deficiencies "at all levels" led to the explosion.

(IHT) "They cut costs that affected maintenance and safety," she said. "They ignored the implications of previous accidents that were red warning flags. There was a broken safety culture at BP."
Apparently charging everyone too much for gas didn't pad their pockets enough, they also had to cut-corners with their employees safety to add a few more bucks. Nice!
