No Spanking Law

I'm all for stopping physical abuse of kids, but aren't there laws against this already called "child abuse or neglect"? Why would need more legislation to do what is already out there? Will more laws prevent parents from taking discipline to a new level? The intention is noble, but the concept is flawed
